abuses:
Following the successful visits carried out by the SPLM NORTH Regional Secretary and the Emergency Humanitarian Aid Distribution Committee to the payams of Kudi “A & B” and Upper Kauda, which aimed to encourage citizens to descend from the mountain tops and return to their homes to resume normal life after the relative stability witnessed in conflict areas—especially in Kauda Payam—forces of destruction rejected this humanitarian effort undertaken by the government in fulfillment of its moral and constitutional responsibilities to secure citizens’ livelihoods. Since then, the rebels have deployed long-range machine guns and snipers on the mountain peaks surrounding Upper Kauda Market, posing a continuous threat to civilians.
Documented Violations:
1. On June 5, 2026, a rebel force in Airport Boma abducted citizen Khair Al-Seed Ali Tio, an employee of the Regional Ministry of Finance Secretariat, along with secondary school student Benjamin Barbari Abbas, and took them to their headquarters at “Kajur Al-Shaabiya” Mountain, where they were later executed by gunfire.
2. On Monday, June 8, 2026, rogue elements affiliated with the rebel group launched an afternoon attack on Upper Kauda Market (“Wednesday Market”), assaulting unarmed civilians, killing six citizens, and looting and burning the market completely. The aim of this treacherous attack was to destroy the market and depopulate the area of civilians who had responded to government calls to return home ahead of the rainy season to prepare for agriculture.
3. On June 18, 2026, the rebels abducted three instructors from the Institute of Political and Leadership Training at its headquarters in the suburb of “Jabdi” to an unknown destination:
* Abdel Qader Saeed Rahma (“Pagan”)
* Farid Ismail Othman
* Gasmallah Al-Nour Adam (“Cabral”)
No information has been available about them since that date.
4. On Friday, June 19, 2026, the rebels assassinated Pastor Yohanna Al-Amin Naroum, Deputy Priest of the Catholic Church, along with two guards at the church premises (“House Cross”), shooting them after having threatened them three days earlier to hand over the keys to the medical supply store.
Based on this series of systematic crimes—including killing, looting, and destruction of public and private property—committed by the rebel group, we state the following:
* The rebel group bears full responsibility for the crimes and violations against civilians across Heiban County.
* The government will fully assume its responsibilities in securing citizens’ lives, protecting property, and holding accountable all those proven to be involved in crimes and acts of destruction.
* The People’s Army will continue to eliminate any targets that pose an existential threat to security, peace, and stability across all areas of responsibility.
