يجب إعادة التفكير في تخطيط المدن الإفريقية

إنّ التحوّلات الديموغرافية والاقتصادية المتسارعة التي تشهدها القارة الإفريقية في العقود الأخيرة تفرض ضرورة ملحّة لإعادة النظر في أنماط تخطيط المدن وإدارتها وذلك في إطار رؤية شاملة للتخطيط العمراني والحضري والإقليمي.

فمع النمو السكاني السريع والتوسع العمراني غير المنظّم وتزايد الضغوط على البنية التحتية والخدمات بات من الضروري اعتماد مقاربات تخطيطية أكثر تكاملاً واستدامة تستجيب لمتطلبات الحاضر وتستشرف تحديات المستقبل.

إن إعادة التفكير في تخطيط المدن الإفريقية لا ينبغي أن تُفهم بوصفها انتقادًا للجهود القائمة بل باعتبارها خطوة تطويرية طبيعية تواكب التحولات العالمية في مجالات الاستدامة والحوكمة الرشيدة والاقتصاد الأخضر والتحول الرقمي. ويتطلّب ذلك الانتقال من التخطيط التقليدي القائم على التوسع الأفقي غير المنضبط إلى نماذج تنموية متوازنة تعزّز الكثافة المدروسة وتكامل استخدامات الأراضي وكفاءة شبكات النقل وتوفير السكن اللائق مع حماية الموارد الطبيعية والبيئية.

كما أن اعتماد منظور إقليمي متكامل يُعدّ عنصرًا أساسيًا في هذا التحول إذ لا يمكن معالجة تحديات المدن بمعزل عن محيطها الريفي والإقليمي.

فتعزيز الروابط الاقتصادية والاجتماعية بين المدن والبلدات الصغيرة والمناطق الريفية من شأنه أن يحدّ من الهجرة الداخلية غير المتوازنة ويُسهم في توزيع أكثر عدالة للفرص والخدمات.

وتبرز كذلك أهمية إشراك المجتمعات المحلية والقطاع الخاص والمؤسسات الأكاديمية والشركاء الدوليين في صياغة وتنفيذ السياسات العمرانية بما يعزّز الشفافية والمساءلة ويضمن توافق الخطط مع الاحتياجات الفعلية للسكان.

فالتخطيط الحضري المعاصر لم يعد مجرد إعداد خرائط أو مخططات هيكلية بل أصبح عملية تشاركية متعددة المستويات تقوم على البيانات الدقيقة والتحليل العلمي والاستشراف الاستراتيجي.

وعليه فإن إعادة صياغة الرؤية التخطيطية للمدن الإفريقية تمثل فرصة تاريخية لإرساء أسس تنمية حضرية أكثر عدلاً ومرونة واستدامة تُسهم في تحسين جودة الحياة وتعزيز التنافسية الاقتصادية وتحقيق أهداف التنمية المستدامة على المستويين الوطني والإقليمي بما يعكس طموحات شعوب القارة وتطلعاتها نحو مستقبل مزدهر ومتوازن.

The rapid demographic and economic transformations witnessed by the African continent in recent decades impose an urgent necessity to reconsider city planning and management patterns, within the framework of a comprehensive vision for urban, urban and regional planning. With rapid population growth, unregulated urban expansion, and increasing pressures on infrastructure and services, it has become necessary to adopt more integrated and sustainable planning approaches that respond to the requirements of the present and anticipate the challenges of the future.

Rethinking African city planning should not be understood as a criticism of existing efforts, but rather as a natural developmental step that keeps pace with global transformations in the areas of sustainability, good governance, green economy, and digital transformation. This requires moving from traditional planning based on uncontrolled horizontal expansion, to balanced development models that promote thoughtful density, integration of land uses, efficient transportation networks, and the provision of adequate housing, while protecting natural and environmental resources.

Adopting an integrated regional perspective is an essential element in this transformation, as the challenges of cities cannot be addressed in isolation from their rural and regional surroundings. Strengthening economic and social ties between cities, small towns and rural areas would reduce unbalanced internal migration and contribute to a more equitable distribution of opportunities and services.

It also highlights the importance of involving local communities, the private sector, academic institutions, and international partners in formulating and implementing urban policies, in a way that enhances transparency and accountability and ensures that plans are compatible with the actual needs of the population. Contemporary urban planning is no longer merely preparing maps or structural plans, but rather has become a multi-level participatory process, based on accurate data, scientific analysis, and strategic foresight.

Accordingly, reformulating the planning vision for African cities represents a historic opportunity to lay the foundations for more equitable, flexible and sustainable urban development that contributes to improving the quality of life, enhancing economic competitiveness, and achieving sustainable development goals at the national and regional levels, in a way that reflects the ambitions and aspirations of the peoples of the continent towards a prosperous futureAnd balanced.
